DreamCity(DC) will be located in Skyway an unincorporated community of Seattle located in King County and is considered a census-designated place (CDP). A CDP is a type of place identified by the United States Census Bureau solely for statistical purposes. Because of this, Skyway lacks separate municipal government, is not legally incorporated under state laws and the boundaries of Skyway have no legal status.

As a direct result there has been little to no growth or development within in this increasingly diverse community, in fact, in 2004, Mayor Greg Nickels considered annexing the Skyway area and bringing Skyway into the Seattle city limits because King County is struggling to provide services and police protection to the residents of Skyway who feel they have no political input. The annexing never took place on the proposed $7 million dollar project and again, putting this community on the back burner. Skyway is home to about 20,000 working class families and of those residents, about 3,800 are living below the federal poverty line and the dropout rate is increasing.

Economically, Skyway is devastated and the community is decaying as a result. DreamCity will bridge the gap between low-income families and a prosperous community. DC envisions Skyway to be culturally and economically vibrant. Although this area is unincorporated, DC will mobilize the community and break the vicious cycle of poverty.

DC Community development will consist of a people’s credit union, family fitness centers, community resource center, skating rink, educational facility, and a 24 hour childcare center.
